§ 3.04.010. Funds for deposit of city moneys.

The director of finance, upon recommendation to and approval by the council, or as otherwise required by law, shall establish special funds for the deposit of moneys of the city.

§ 3.04.020. Warrants—Contents and signature requirements.

A. All warrants, orders or checks upon the city treasury for the payment of any money shall be signed by either the mayor or one of such members of the city council as are authorized to so sign by minute motion of the city council, shall be countersigned by the city treasurer or, in his or her absence, by that person designated as the deputy city treasurer by minute motion of the city council, and by the director of finance or, in his or her absence, by that person designated by minute motion of the city council.

B. In every warrant, order or check so drawn shall be specified the name of the person to whom the same is payable, the date and amount thereof, and the services or indebtedness for which it is to be made payable to the person named therein or to his or her order.

C. Any person required or authorized pursuant to this section to sign or countersign any warrant, order or check upon the city treasury may execute such warrant, order or check by means of a facsimile signature in lieu of his or her manual signature, upon the filing and certification of such person's manual signature in accordance with the Uniform Facsimile Signature of Public Officials Act (California Government Code, Sections 5500 et seq.) as the same now exists or as may be amended from time to time.

§ 3.04.030. Warrants—Form.

The form of a warrant shall be as prescribed by the director of finance.

§ 3.04.040. Warrants—Funds required for issuance.

Except as otherwise provided in this chapter, no warrant shall be drawn or evidence of indebtedness issued unless there is at the time sufficient money in the treasury legally applicable to the payment of the same.

§ 3.04.050. Warrants—Acceptance for payment.

Upon presentation of a warrant properly executed and endorsed, the city treasurer shall pay the same out of the funds in the city treasury properly applicable to that purpose.

§ 3.04.060. Warrants—Disapproval conditions.

When an order or demand is not approved for want of funds and its amount does not exceed the income and revenue for the year in which the indebtedness was incurred, the city treasurer shall endorse on it: "Not approved for want of funds," with the date of presentation and his or her signature.

§ 3.04.070. Expenses for city personnel attending conferences.

When members of the city council, members of city boards or commissions, city officers or city employees attend a conference at which they remain overnight, such persons shall be entitled to receive payment from the city of actual and necessary expenses incurred in going to such conference, attending such conference and returning from such conference, only if their attendance at such conference is authorized by a majority of members of the city council. In all cases such councilmember, officer or employee shall submit in writing an accounting of all expenses incurred after returning from the conference, and within the time specified by city council, and any funds which may exceed the amount expended must be returned to the city immediately upon their return.
