§ 5.20.010. Right to appeal.¶
Any person aggrieved by any decision of the License Tax Collector or of any other officer of the city made pursuant to the provisions of this division may appeal therefrom to the City Council within thirty (30) days after notice of such decision.

§ 5.20.020. Procedure for appeals.¶
Written notices of appeals are to be filed with the City Clerk, briefly stating in such notice the grounds relied upon for appeal. If such appeal is made within the time prescribed under § 5.20.010, the City Clerk shall cause the matter to be set for hearing before the City Council within thirty (30) days from the date of receipt of such notice of appeal, giving the appellant, the License Tax Collector and any other interested person not less than ten (10) days written notice of the time and place of hearing. The findings and determination of the City Council at such hearing shall be final and conclusive, and within three (3) days after such findings and determination are made, the City Clerk shall give notice thereof to the appellant and the License Tax Collector.

§ 5.20.030. Failure to appeal.¶
In the event no appeal is filed within the time prescribed under § 5.20.010, the decision of the License Tax Collector shall become final and conclusive on expiration of the time herein fixed for appeal.
