§ 2.28.010. Creation and composition.¶
A. A City Planning Commission is hereby created.
B. The City Planning Commission shall consist of five (5) members. Planning Commission appointments shall be as set forth in Chapter 2.16 of this code.
C. In addition to the five (5) members comprising the City Planning Commission, the Mayor, City Engineer and City Attorney shall be advisory members. The term of each shall correspond to his or her official tenure of office.

§ 2.28.020. Vacancies.¶
Any vacancy on the Planning Commission shall be filled as set forth in Chapter 2.16 of this Code.

§ 2.28.030. Compensation; travel expenses.¶
A. Each member of the Planning Commission may be paid a fixed sum for each Planning Commission meeting such Commissioner attends. The sum to be paid to each Planning Commissioner for each such meeting attended by such Commissioner shall be established by resolution of the City Council.
B. The City Council may, from time to time, provide such sums as the City Council deems reasonable, in its sole discretion, for travel expenses, meals, lodging and related expenses necessarily incurred by Planning Commissioners incidental to the performance of their official duties, including attendance at seminars, conferences or training courses approved by the City Council. Said expenses may be advanced to Planning Commissioners or otherwise paid to them in accordance with policies established by the City Council.

§ 2.28.040. Terms of office.¶
The terms of office of Planning Commissioners shall be as set forth in Chapter 2.16 of this Code.

§ 2.28.050. Removal of appointed members.¶
Removal of Planning Commissioners shall be as set forth in Chapter 2.16 of this code.

§ 2.28.060. Officers.¶
The City Planning Commission shall elect a Chairperson from among its appointed members for a term of one (1) year, and subject to other provisions of law, may create and fill such other offices as it may determine.

§ 2.28.070. Regular meetings.¶
The City Planning Commission shall hold at least one (1) regular meeting in each month.

§ 2.28.080. Records.¶
The City Planning Commission shall adopt rules for the transaction of business, and shall keep a record of its resolutions, transactions, findings and determinations, which record shall, during all regular business office hours, be open for public inspection.

§ 2.28.090. Officers and employees.¶
The City Planning Commission may appoint such officers and employees as it may deem necessary for its work.

§ 2.28.100. Working funds.¶
The City Planning Commission shall not be authorized to expend any moneys of the city without first having had and obtained the approval of the City Council to do so, and provided that all expenditures made by the Commission shall be audited, allowed and approved and paid in like manner as the payment of any claims or demands upon the general fund of the city.

§ 2.28.110. Powers and duties.¶
The City Planning Commission shall have power to do and perform such acts and carry out and put into effect such plan and program as is provided by and pursuant to the provisions of the certain statute of the state known and designated as “The Planning and Zoning Law” (Cal. Gov't Code §§ 65000 et seq. ) and such other duties as delegated or granted thereto by the City Council.
