Every license issued pursuant to the provisions of this article shall be posted by the owner at or near the apparatus, machinery or equipment, which the owner is operating. Operators of portable apparatus, machinery or equipment may post their valid license cards in lieu of the license certificate required by this article, and no owner of any license shall fail, refuse or neglect to keep their license or license card posted at all times when operating any apparatus, machinery or equipment.
